Arrival in Malawi

After successfully completing your medical school finals, you embark on a journey to Malawi, central Africa. You have secured a place at the Kamuzu central hospital, working in both acute medicine and paediatrics. Before starting at the Kamuzu Central Hospital you have been informed by your elective supervisor at the hospital that you need to register at the Malawi Medical Council. They will do the necessary checks to prove that you are a final year medical student and give you a certificate to bring with you when you start. You have been told that this will cost $100 U.S. Dollars.  
You take a taxi to the medical council offices, which are located down an unmade and dusty road. The offices themselves are relatively small, but clean and well kept, and feel very different to the places you have been so far.

Upon arrival, you are met by a well dressed man in a suit and told that you need to provide proof of being a St George’s student and that you have to pay $150 U.S. Dollars.  

You immediately provide the proof, however, $150 is more than you were expecting to pay. You explain that you were told by your supervisor contact at the hospital that the fee was only $100 U.S. Dollars.  
The well dressed man shrugs and simply adds, “It went up”.  
This puts you in a difficult position. The corruption of Malawi is well documented, especially within the government and you do not want to be part of supporting this.  
You also only brought $100 U.S. Dollars with you, and it is very difficult and costly to get more U.S. Dollars in Malawi.   

STOP and DISCUSS  
What is the ethical dilemma here and what ethical principles are encountered? Should you just pay the extra money? 

What do you do to resolve the situation? 



Refuse to pay the additional $50 and show the e-mail you received detailing the cost
Suggest that you will be able to meet him in the middle at $125 Dollars,
